MISSION STATEMENT

 

 Levittown Beauty Academy LLC's mission is to provide our students with the opportunity to receive an education in cosmetology and the field of beauty, prepare our students to take and pass the Pennsylvania State Cosmetology licensing    exam, and provide our students with the basic skills needed for a career in the beauty industry.

 

 The Levittown Beauty Academy LLC , founded in 1964, has prepared thousands of graduating students for careers in the field of cosmetology.

 

 LBA is a private comprehensive school licensed by the Commonwealth of Pennsylvania, Department of State, Bureau of  Professional and Occupational Affairs, State Board of Cosmetology, for the training of students in the licensed courses of cosmetology, cosmetology teacher, and nail technician.  Levittown Beauty Academy LLC is accredited by the National Accrediting Commission of Career Arts and Sciences. (NACCAS)  Additional approvals and professional memberships can be found in other areas of this catalog.

 

Our courses are prepared, structured, and presented so that each student receives a well rounded education in the cosmetology profession.  Our professional teachers and staff use up to date techniques, equipment, and products for instruction.  In our customer clinic, senior students develop and practice their skills on patrons, so that they are immediately employable upon graduation.  Each of our instructors has had years of experience in the field and have owned, managed, or worked in salons, so that students receive practical advice and instruction to prepare them for the business world.

 

For more than 40 years the Levittown Beauty Academy has been dedicated to teaching students superior technical skills as well as an ethical approach to the profession.  This spirit carries over to today's LBA, where diverse backgrounds unite to carry out it's professional objectives  with an atmosphere of respect for the  individual.

 

Levittown Beauty Academy LLC is located in Levittown, Pa., a suburb of Philadelphia, and across the river from Trenton, New Jersey.

 

The school has approximately 6500 sq. feet of Instructional area.  In the junior clinic, beginning students learn and practice their skills on mannequins.  This area is fitted with all equipment needed for junior instruction.  The senior clinic is where advanced students learn and hone their skills on patrons.  Services in this area are practiced in the professional atmosphere of a beauty salon, while under the tutelage of an experienced instructor.  Separate classrooms are used for theoretical instruction, and contain video equipment, blackboards, and desks.

 

The Academy has easy access for handicapped persons.

 

Platform artists visit frequently to offer our students specialized demonstrations and lectures to enrich the students' education.  These classes include, but are not limited to: styling, cutting, coloring, perming, braiding, extensions, facial and make-up artistry, clipper cuts, salon management, career opportunities, and nail technician.  Our students have the opportunity to explore many options in the beauty industry.

 

A career in cosmetology has many rewards.  The potential for financial reward is excellent, because this profession is rapidly growing, and is the third largest industry in this country.  Trained cosmetology professionals are in demand.  Once trained and licensed, an individual can fit this career to his own needs, whether he chooses to be self-employed or work for a salon or large company.  Many opportunities exist to branch out into relevant fields.                        

 

      THE BEAUTY PROFESSION is creative and fulfilling for the imaginative individual.  There is immediate gratification because one can see the results of one's work.  It is an exciting field because of the constant changes in style.  It can be a lot of fun to interact  with people, and certainly never dull.  One of the most rewarding aspects of the job is the smile on a satisfied patron's face.

 

As in classic cars, there are classic lines to hairstyling, cutting, and all aspects of beauty.  Even though specific looks are different,  similarities can be found in the underlying design. The Levittown Beauty Academy LLC is most conscious of the link between past, present, and future trends, and trains its students in all basic and modern techniques so that as fashion trends change, they have the skills to change with the times and create the latest looks.

 

ADMISSION REQUIREMENTS

COSMETOLOGY AND NAIL TECHNICIAN COURSES:

The Levittown Beauty Academy LLC admits as regular students only persons who have graduated from a school providing secondary high school education or the equivalent (GED), or persons who are beyond the age of compulsory school attendance, and have the ability to benefit from the training offered by the school.  For students who have not graduated from high school or earned a GED,  the school will have administered, by an independent tester, an ability to benefit test which has been approved by the U.S. Department of Education for this purpose, and will admit students that pass this test.

 

COSMETOLOGY TEACHER'S COURSE:

 

The LBA admits applicants who are 18 years of age or older and have graduated from a school providing secondary education or the recognized equivalent (GED), and have completed an approved cosmetology program.

 

UNIFORM DRESS CODE:

 

Levittown Beauty Academy's students wear black slacks or skirt with any color blouse, shirt, or sweater along with a black tapered smock monogrammed with the initials "LBA" and closed toe shoes.  The black smock may be purchased from the school, or may be purchased from a beauty supply store if the student wishes.

The above courses are designed to prepare students for the Pa. State licensing examinations.  Should additional training be required, it will be provided at a pro rated cost per hour.

These figures are examples only.  Payments can vary according to the amount of financial aid received, (title IV funds are applied to tuition accounts and payments are adjusted accordingly) or be lowered by submitting a down payment etc.

 

Weekly and monthly payments apply to day and evening students.

 

*registration and processing fee which is not in addition to, but deducted from tuition costs.

                                               REFUND POLICY

1.)  An applicant not accepted by the school shall be entitled to a refund of all monies paid.

 

2.)  If a student (or the parent or legal guardian of a minor student) cancels his/her enrollment and requests money back within three business days of the signing of an enrollment agreement, all monies collected by the school shall be refunded.  The cancellation date will be determined by the postmark on a written request, or the date notice is given to the director or owner in person.  This policy applies whether or not the student has actually started training.

 

3.)  If a student cancels his/her enrollment after 3 business days from the signing of an enrollment agreement but prior to entering classes, he/she shall be entitled to the return of all monies paid the school, less a registration and processing fee of $100.00.

 

4.)  For students who enroll in and begin classes, the following schedule of tuition adjustment is authorized:

"Enrollment time" is defined as the time elapsed between the actual starting date and the date of the student's last day of physical attendance in the school.  Any monies due the applicant or student shall be refunded within 45 days of formal cancellation by the student as defined in item 2.)  or formal termination by the school, which shall occur no later than 30 days from the last day of physical attendance, or in the case of a leave of absence, the documented date  of return, or the date a student notifies the school that he/she will not be returning from a leave, whichever is earliest.

 

5.)  The cost of extra items to the student, such as kits, books, smocks, and $100.00 registration and processing fee are non-refundable items and will not be considered in the refund computation.  Kits, books, and smocks become the property of the student.  (this section does not apply to students under section 2.) above.

 

6.)  In case of injury or disabling accident, death in the immediate family, or other circumstances beyond the control of the student, the school shall make a settlement which is reasonable and fair.

 

7.)  Should the school permanently close and no longer offer instruction after a student has enrolled, the student shall be entitled to and will receive a pro rata refund of tuition.

 

8.)  Should a course be cancelled subsequent to a student's enrollment, the school shall refund all unused monies paid.

 

RETURN OF TITLE IV FUNDS

Students who withdraw before program completion and who receive financial aid in the form of Federal Student Loans and/or Pell grants are subject to the return of Title IV funds as mandated by the distribution policy of the Federal Government, to be computed using the number of completed clock hours versus the scheduled clock hours as per federal guidelines.

 

FINANCIAL AID

 

FEDERAL PELL GRANTS

The Pell program is a federally administered program available to eligible students.  Students may receive up to $5550.00 per academic year of 900 hours, or up to $7658.00 for the 1250 hour program.  Applications are available from the school office.  Eligibility is determined by the federal government.  In addition to demonstrating financial need, a student must make satisfactory academic and attendance progress.  The school's director can help you determine your eligibility for this grant.

 

FEDERAL DIRECT LOAN PROGRAM

Federal Student Aid is financial assistance through the U.S. Department of Education.  A student enrolled in an eligible program as a regular student can qualify for up to $13,583.00 towards the cosmetology course.

 

APPLICATION PROCEDURE FOR FINANCIAL AID

All applicants for financial aid must file the Free Application for Federal Student Aid (FAFSA).  Applications are available in the office.  As long as there is continuing evidence of satisfactory progress, as well as financial need, the school will make every effort to assist the student in obtaining financial aid.

 

IN ORDER TO REMAIN ELIGIBLE FOR FINANCIAL AID, A STUDENT MUST MAINTAIN SATISFACTORY ACADEMIC AND ATTENDANCE PROGRESS.  THE SCHOOL'S SATISFACTORY PROGRESS POLICY IS DISTRIBUTED TO ALL STUDENTS AND PUBLISHED IN THE CATALOG AND ON THE WEBSITE.

 

LEAVE OF ABSENCE POLICY

A student who is meeting the requirements of the satisfactory progress policy may request a leave of absence for no more than 180 days.  Documentation for the reason for the leave must be submitted to the director and a LOA form filled out and signed.  If, because of extraordinary circumstances, such as accident or death in the immediate family etc., a written request cannot be obtained, a leave may be granted by the director by phone, and the leave may be signed for upon a student's return with documentation.  A notation will be kept in the student folder.  The leave of absence will commence with the last day of a student's physical attendance.  A student who does not return by the last day of the leave of absence will be withdrawn.  All federal regulations will be followed concerning LOAs.  The leave will extend the student's contract and maximum time frame for program completion by the same number of days as the leave.

IT IS YOUR RESONSIBILITY TO:

 

Review and consider all information about a program before you begin training.

Pay special attention to your application for student aid and complete it accurately.

Notify the school of any changes since you applied and provide all additional documentation.

Verifications, new information or changes which affect your financial need when requested by the schools Financial Aid Office.

Read, understand and keep all copies of forms you sign.

Comply with the provisions of any promissory note and other agreements you sign.

Repay any student loans you have.

Notify the school of any change of address or phone number.

Attend an exit interview if you have a student loan.

Understand the schools refund policy.

STUDENTS PURSUING A NEW JERSEY LICENSE

Students who wish to apply for a New Jersey license may, upon completion of the cosmetology program, take the Pennsylvania State Boards.  After successful completion of the Pa. State Boards, the student would contact the New Jersey State Board of Cosmetology to take and pass a short shaving exam (Pa. Does not require shaving).  Another option is to take the 1250 hours certified by the Levittown Beauty Academy LLC to a New Jersey licensed school for certification to sit for the New Jersey State Board of Cosmetology examination.

**New Jersey now requires an additional 100 hours for a total of 300 hours to take the N.J. exam.

CLOCK HOUR POLICY

The number of clock hours required for each course offered by the school and listed in the catalog is in full compliance with the actual clock hours required by the licensing laws in the State of Pennsylvania.  Students receive all actual clock hours they train while the school is in session and these hours are applied to the total clock hours reported to the Pennsylvania State Board of Cosmetology.  The school does not deduct from or add to the total accrued for any reason.  The school does not assign additional hours for any reason without exception.

 

GRADING SYSTEM

Written exams are given for each subject.  Possible grades that can be achieved are:

A- 93-100%              B- 85-92%          C- 77-84%          D- 70-76%         Failure- below 70%

 

Practical and clinic procedures are evaluated as follows:  PASS or FAIL

 

REQUIRED LEVEL OF ACHIEVEMENT

All students are required to achieve at least a 70% theory grade point average, and a passing evaluation in all practical and clinic procedures.  All senior students are required to perform a minimum number of clinic services to qualify for graduation.

 

ATTENDANCE POLICY

Students must come to class on time and attend 67% of the classes offered to maintain satisfactory progress.  Situations beyond a student's control, such as accident or illness, will be addressed by the director to determine whether an absence is excusable.  Any student arriving past 9:15 will be considered tardy and must report to the director. Unless the situation is deemed an emergency, the student will not be permitted to enter class.

 

MAKE UP POLICY

Students are expected to graduate by the completion date on their contract.  Students who need to make up hours may do so at the current hourly rate.

 

SCHOOL HOLIDAYS

The school is closed on the following holidays: New Years Day, Martin Luther King Day, Good Friday, Easter Monday, Memorial Day, July 4th, Labor Day, Thanksgiving Day, Christmas Eve.(night program), Christmas Day, December 26, and New Years Eve. (night program).

 

GRADUATION REQUIREMENTS

A student that has completed the required number of hours for his particular course of study, maintained the academic and attendance policies set forth by the school and included in this catalog, and has satisfied all financial obligations to the school, will be awarded a graduation diploma in his/her course of study.

 

PENNSYLVANIA STATE EXAMINATION

Each student who has completed his course of study and has graduated must take and pass the Pa. State Board Examination given by the Pa. State Board of Cosmetology in order to become licensed to practice in the State Of Pennsylvania.  The exam consists of a written portion and a practical portion.  Applicants must take a mannequin to the test.  All classes prepare our students to take and pass the exams, and mock state board exams are given throughout the program.


CREDIT FOR PREVIOUS AND TRANSFER TRAINING
 

The Levittown Beauty Academy LLC will give credit for prior training to students if all of the following conditions are met: 

1.)The previous training was in an accredited cosmetology school.

 2.)The time period between the start date of the previous school attendance to the projected completion date at LBA will fall within the State of Pa. 4 year limit.

3.)  LBA is provided with an official transcript of hours from the previous school.

4.)  Subject matter and grades attained fall within LBA minimum requirements.

5.)  An initial period of attendance in the junior clinic may be necessary for evaluation purposes.

 

PLACEMENT AND EMPLOYMENT ASSISTANCE

The Levittown Beauty Academy LLC offers its graduates (regardless of date graduated) assistance in finding employment.  The school maintains a list of employers  who have notified the school of employment opportunities , and a list is kept on the school website, levittownbeautyacademy.com.  However, the school cannot and does not guarantee employment or a specific wage.

STUDENT CONDUCT POLICY

 

All students are expected to conduct themselves in a manner which is in accordance with the school's rules and regulations.  These are described in your enrollment agreement.  Please read it carefully.  In addition, each student receives a copy of the Student Handbook, which describes in detail student responsibility in the area of conduct, appearance, courtesy, educational goals and more.  These guidelines have been developed to ensure that the programs offered by the Levittown Beauty Academy LLC are instructive and rewarding for all.

 

Should the school determine that a student has demonstrated a pattern of behavior which is not conducive to learning or is contrary to the goals of the school in regards to the student body, that student's enrollment will be terminated.

                                          

MINIMUM STANDARD PROGRESS POLICY

 

The following is the program length and maximum time frame for each course offered by the Levittown Beauty Academy LLC.  In order to make satisfactory attendance progress, the maximum time frame is 150%of the program length.

 

COSMETOLOGY PROGRAM:

The following Progress Policy has been developed to ensure that all students meet the minimum academic and attendance progress standards necessary to receive an effective, strong, and marketable education.

 

ATTENDANCE PROGRESS POLICY

Students are required to attend 67% of their scheduled classes.  Students unable to adhere to this policy will be considered "not making minimum standard progress".

 

ACADEMIC PROGRESS POLICY

All students are required to maintain a minimum academic and practical level of performance in all subjects equivalent to a 70% grade average.  Grade point average is based on the cumulative average of tests, and on the evaluations of practical work graded on a pass/fail  basis relative to his/her clock hour level of training.

 

Each student will be counseled and receive a progress report at 25% (226 hrs), 50% (451 hrs.), and 75% (901 hrs.)  of his academic year as well as at the completion of his course.  Teacher course and nail technician students will be counseled at mid point and completion of their course.

 

Students are required to sign in on time.  All students are on a clock hour program.  The school rounds actual attendance hours to the nearest quarter hour.

 

Only students who meet the minimum requirements for attendance and academic progress shall be considered to be making satisfactory progress until the next scheduled evaluation.

 

Counseling sessions are between the student and his teacher.  Discussions will include each student's weaknesses, strengths, and goals and methods for improvement.  Students will have the opportunity to supply input on their training and the overall program.  All counseling sessions will include an evaluation of the student's academic and attendance progress.  The student and the teacher who is conducting the evaluation will both sign the counseling record.   A student who meets the minimum standards as defined in this publication will be deemed to be making satisfactory progress until his next scheduled evaluation.  A student not in compliance with the school's  minimum standards will be considered to be on probation until the next scheduled evaluation.

 

A student not making satisfactory progress can request probation  if his progress is borderline and/or he can show that he can and will meet minimum progress standards in the next period.  Students who are granted a period of probation will be considered to be making satisfactory progress until the next evaluation point and remain eligible for Title IV assistance.  If the student is making satisfactory progress at the end of the probationary period the probation will be terminated.  A student on probation who is not making minimum satisfactory progress at his next evaluation point will be withdrawn from school.

 

A student for whom the school has cancelled his enrollment for not making minimum satisfactory progress may reenter the  program after 30 days if he can show intent and the ability to meet the academic and attendance progress standards as defined in this publication.  Students choosing this option will be required to enter into a new contract with the school for the remaining amount of hours required to graduate.  The student must reenter making the same satisfactory progress as when he/she left the program.  A student returning from a leave of absence must also reenter making the same satisfactory progress as when he/she began the leave.

 

Students who had been receiving Title IV assistance before being withdrawn from training due to a negative satisfactory progress determination, or have been granted a leave of absence, will have their aid reinstated if (a) they have prevailed upon appeal (b) have reentered after an approved leave of absence, or (c) have reentered training and have reestablished satisfactory progress.

 

Course incompletes, course repetitions, and non-credit remedial courses do not apply to cosmetology education- therefore they do not have any effect on the school's minimum satisfactory standards.

 

The satisfactory academic and attendance policies adopted and/or developed by the school, and contained herein, are for the benefit of those pursuing a career in cosmetology and related professions.  This policy effectively ensures each student is making  measurable progress towards the completion of the course of study, and will be a marketable member of the profession.

The total number of salons is up by 18%

The number of chairs or workstations is unchanged

The number of employees leaving their positions is down 13%

The number of hires is down 15% since 2006

 

The salon industry is a job seeker market.  Some 53% of salon owners reported that they had job openings.  More than 485,000 open positions were filled in 2006 with both experienced salon professionals changing positions (62% of the new hires) and with inexperienced professionals with less than one year of experience (38% of new hires).  The supply does not seem to be keeping up with the demand.  Approximately 3 of 4 salons who looked for new employees in 2006 reported difficulty in finding qualified personnel.  There is currently a "zero unemployment factor" in the salon industry.

 

                                   OTHER KEY FINDINGS

 

*58% of salon owners classified their salon as a full service salon , 17% as a haircutting salon, 4% as a nail salon, and 7% as a barber shop.  Other specialty salons account for 12% of the total.

*56% of salon employees work full time, 31% part time (20-35 hours) and 13% are low time ( less than 20 hours)

*The average salon income, including tips, is about 30,000 to 50,000 per year

*While nail technicians are currently only 10% of industry employees, 16% of the anticipated vacancies are for professionals with those skills.

 

 

                                  NATURE OF WORK

Hair has been the center of attention since people first began to care about their appearance.  The beautification of a person's nails and skin also factor into this concept.

 

COSMETOLOGISTS , also called hairstylists, shampoo, cut, color style, wave, straighten, and generally fashion hair to enhance a person's appearance.  They also create special effects using one or more of the aforementioned techniques.  Cosmetologists also manicure and artificially create and sculpt a person's nails to beautify the appearance of the hands.  They perform scalp and facial treatments as well as apply facial make up and provide make up analysis.  They may work in a salon, or become the owner of a salon.  They are also in demand today in full service spas.  They are qualified to work as nail technicians or branch out into the field of make up artistry.

 

NAIL TECHNICIANS perform all services required to sculpt, shape, and beautify a person's nails, hands, and feet.  They may work in a nail salon, full service salon, spa, or with a nail service or nail product company.

 

COSMETOLOGY TEACHERS perform all of the techniques described above and impart their knowledge to others in a licensed cosmetology school.

Any student who would like to register a complaint or grievance regarding any aspect of the instructional program may do so with the teacher in the area.

 

All teachers who receive a complaint or grievance will bring the same to the attention of the school's owner, administrator or director.

 

Teachers will make every effort to resolve the situation to the satisfaction of the student, as will all staff members.

 

Should a student wish to register a written complaint, they may do so with the following agencies.  Any interested person or student who has reason to believe that the Levittown Beauty Academy LLC has violated any federal, state, local, health or safety rule or regulation, or has been in violation of NACCAS standards and criteria may file a formal complaint with the appropriate agency.
